PH Government Offices tasked to strictly follow Uniform Website Content Policy

Early this morning, the Professional Regulation Commission, PRC Online Registration page has been bashed by Netizens for bearing or copying the same design of the Log-In page of Facebook.

John Nieves of Unbox.PH wrote an article “PRC Shamelessly Rips Off Facebook Log-in” and added that “While some blame can be pointed at the developers of the site, ultimately it’s up to the management of the PRC to make sure that the design passes muster.”

As of writing, PRC has already updated the color of the page, changed it from Blue to Orange.

We called the attention of DOST-ICTO (Information Communications Technology Office) thru it’s official Twitter Account @ICTO and though they didn’t reply yet, it should be known that there’s an Administrative Order no. 39 s. 2013 (AO 39), issued by President Benigno Aquino III on 12 July 2013, mandating all line agencies to transfer their Internet hosting requirements to the Government Web Hosting Service (GWHS) for more efficient use of technology and greater protection against hacking and cyber attacks.

All government agencies are also tasked to strictly follow the Uniform Website Content Policy (UWCP) that gives their websites a common look and feel and provides the government a corporate identity.

The Department of Science and Technology Memorandum Circular No. 2015-001 Series of 2015 also mandates all government agencies to use a standard template that conform with the Government Website Template Design (GWTD). The Government Web Template guidelines shall apply to the:

  • National government agencies (NGAs);
  • Government financial institutions (GFIs);
  • Government-owned and -controlled corporations (GOCCs); and
  • Inter-agency projects

Though it isn’t clear yet if www.prc.gov.ph and prc-online.com already migrated in the Government Web Hosting Service (which I think not, as they will not be allowed to go live with their current design/template), they should at least follow the Government Web Template Design to comply with the common look and feel requirements.
